NCAA SELF-STUDY REPORT STEERING COMMITTEE MEETING
February 1, 2005
Members present: Mr. Jeff Spurlock, Dr. Doug Patterson, Dr. Henry Stewart, Dr. Steve Grice, Ms. Eleanor Lee, Ms. Sandy Atkins, Ms. Emily Cobb
Business
Mr. Jeff Spurlock conveyed correspondence from NCAA staff liaison Paul Parker to the committee. Mr. Parker says the self-study report needs to include information from the most recent three years of completed data.
Dr. Henry Stewart, Dr. Steve Grice, and Ms. Eleanor Lee reported that progress is moving smoothly on their subcommittees' reports.
The next scheduled steering committee meeting will be scheduled after the subcommittees have met.

Business
Mr. Spurlock reported that a news release announcing that work on the self-study report is well underway is available on the Troy University Athletics Department web site. In addition, an article about the self-study report was included in a recent edition of The Tropolitan.
Dr. Steve Grice reported that his subcommittee's draft report is near completion and should be available for the steering committee's review at the summer meeting.
Ms. Eleanor Lee reported that she and Ms. Sandy Atkins are working with Mr. Fred Davis to ensure that their subcommittee's draft report is worded properly. Ms. Lee said that her subcommittee's report should be completed soon for review.
Dr. Henry Stewart reported that his subcommittee's report is almost complete and hopes to have it ready for the full committee's review in the summer.
The next scheduled steering committee meeting is set for July 15, 2005.

Mr. Spurlock conveyed correspondence from NCAA staff liaison Paul Parker to the committee. Mr. Parker has contacted the Peer Review Committee to choose one three-day period from a number of dates in June 2006 to visit the Troy University campus. The dates the committee has been given to choose from are: June 12-15, 2006, June 19-22, 2006, and June 26-29, 2006.
Ms. Sandy Atkins, speaking for Ms. Eleanor Lee (who could not be present at the meeting), presented to the group copies of the Equity and Student Athlete Welfare Draft #1 for review.
Dr. Steve Grice (who could not be present at the meeting) had copies of Operating Principles 1.1 and 1.2 of the Governance and Rules Compliance's Draft #1 made for the committee for review.
Dr. Henry Stewart told the committee his subcommittee's draft reports will be completed by August 12, 2005.
Ms. Sandy Atkins asked Mr. Spurlock to contact Mr. Paul Parker to determine if the draft reports (which are due October 2005) may be submitted in hard copy format or if they need to be submitted on the NCAA computer software program.
It was discussed that once the draft reports have been completed, an orientation meeting of faculty, administration, coaches, students, and athletes will be held to discuss the findings of the Self-Study Report. In addition, the self-study will be available on the university's web site for all users and for their comments.
The next steering committee has been scheduled for August 12, 2005 at 10:00am in Room 110 Wallace Hall. At that time, all draft reports from the subcommittees will be due for the steering committee's review.

AUGUST 12, 2005
Members present: Mr. Jeff Spurlock, Dr. Doug Patterson, Dr. Lance Tatum, Dr. Henry Stewart, Dr. Steve Grice, Ms. Eleanor Lee, Mr. Steve Dennis, Mr. Scott Farmer, Ms. Sandy Atkins, Ms. Emily Cobb, Mr. Chuck Ash (Member, Equity and Student Welfare Sub-committee)
Business
Mr. Jeff Spurlock conveyed correspondence from NCAA staff liaison Paul Parker to the committee. Mr. Parker reiterated that the self-study report must include material from the three most recent consecutive years with completed data and that the first draft must be sent electronically to him by October 1, 2005. This will give Mr. Parker ample time to make remarks and send them back to the committee so that it can finalize its report and submit that by January 15, 2006. Additionally, Mr. Parker asked the committee to look at the names of potential peer review team members and send him any names that may pose conflicts of interest for Troy.
Subcommittee chairs, Dr. Henry Stewart, Dr. Steve Grice, and Ms. Eleanor Lee told the committee they will have their reports ready to enter into the NCAA software program by August 15, 2005. All three said progress is moving smoothly on all of their reports.
Mr. Scott Farmer, Ms. Sandy Atkins, and Ms. Emily Cobb guided the steering committee members on a tour of the athletics facilities on Troy's campus. The members toured the locker rooms, gymnasiums, weight rooms, rehabilitation center, stadium club/press box of the various athletics programs.
The next meeting is scheduled for September 15, 2005.

SEPTEMBER 12, 2005
Members present: Mr. Jeff Spurlock, Dr. Lance Tatum, Dr. Henry Stewart, Dr. Steve Grice, Ms. Eleanor Lee, Mr. Steve Dennis, Mr. Scott Farmer, Ms. Sandy Atkins
The meeting was originally scheduled for September 15, 2005. However, due to some conflicts where some members could not be present, the meeting was changed to September 12, 2005. All members had been notified of the date change prior to the meeting.
Business
Mr. Jeff Spurlock conveyed correspondence from NCAA staff liaison Paul Parker to the committee. Mr. Parker received Troy's list of six potential conflict of interest members of the peer review committee. He also said that Troy's original dates in June 2006 for the peer review team to visit had been declined by the NCAA. Mr. Parker asked that the steering committee look at dates in May 2006 for the team to visit. Mr. Spurlock told Mr. Parker that while the first two weeks of May are busy with final exams and commencement, those would be the most suitable for the peer review team to visit. Mr. Parker said a definite date will be scheduled soon.
Subcommittee chairs Dr. Steve Grice, Dr. Henry Stewart, and Ms. Eleanor Lee said their reports are not yet finalized but will be soon. The committee extended the deadline to September 19, 2005 for the subcommittees to submit their reports to Ms. Eleanor Lee (chief report writer) and to the rest of the steering committee.
Dr. Stewart asked Mr. Spurlock to ask Paul Parker if the progress report on the academic enhancement center (part of Section 2.2) can be made into an appendix or if it needs to be included in the narrative text. Also, there was concern that created charts and appendixes are not able to be copied and pasted onto the NCAA software program. Ms. Lee asked Mr. Spurlock to ask Mr. Parker if there is a way to add those onto the program.
Dr. Tatum suggested once the report has been sent to the NCAA in October 2005 that the report be posted on the university's athletics web page for all users (university faculty, staff, students, etc) to examine and for them to offer comments. These comments would then be placed into the final report to be submitted in January 2006.

OCTOBER 6, 2005

BusinessMr. Jeff Spurlock conveyed correspondence from NCAA staff liaison Paul Parker to the committee. The dates the NCAA peer review team will be on Troy's campus will be Monday-Wednesday, April 24-26, 2006. Ms. Leah Henderson, Retired Vice President for Business Affairs at Mississippi State University, will chair the peer review team.
The steering committee looked over the draft reports of the individual committees and remarked there are just a few "holes that need to be filled" on some of the self-study report's sections.
The subcommittee chairs were given an absolute deadline of Monday, October 10, 2005 to complete their reports and to fill in those holes. Mr. Spurlock will send the rough draft of the self-study report electronically to Paul Parker of the NCAA on Thursday, October 13, 2005.

Minutes
I. Welcome
Dr. Jeff Spurlock, Steering Committee Chair, welcomed those in attendance and introduced Steering Committee Members and Subcommittee Chairs. He then presented an overview of the Self-Study Report. The Self-Study is due in the NCAA Office by January 15, 2006.
II. Governance and Rules Compliance Section of Report
Dr. Steve Grice, Subcommittee Chair, introduced Subcommittee Members and informed attendees of operating principles of the subcommittee. They are:
1.1 Institutional Control, Presidential Authority and Shared Responsibilities
1.2 Rules Compliance
Recommendations for 1.1 are:
1. There should continue to be an external evaluator from the Sunbelt Conference
2. There should be an edit and update of the Policy and Procedures Handbook
Recommendations for 1.2 are:
1. Hiring Policy - Letter of appointment should include statement about commitment to rules compliance
2. Evaluation - Commitment to rules compliance should be highlighted
III. Academic Integrity Section of Report
Dr. Henry Stewart, Subcommittee Chair, introduced Subcommittee Members and informed attendees of operating principles of the subcommittee. They are:
2.1 Academic Standards: Student athletes are being treated the same as other university students
2.2 Academic Support: University should have programs to enhance the education of student athletes
They were addressed as follows:
2.1 Admission rates of athletes - Comparable with other students on ACT scores. The only major difference occurs in football players but the difference is not that large. Graduation rates of athletes - Basically athletes are with the general student body. Changing divisions may have caused a slight difference.
2.2 Academic support of athletes - There is a new academic facility and athletics is initiating a new mentoring program for athletes.
IV. Equity and Student Athletic Welfare Report
Ms. Eleanor Lee, Subcommittee Chair, introduced Subcommittee Members and informed attendees of sub committee procedures.
3.1 Gender Issues - Some issues to address are: athletic scholarships, accommodations, travel, locker room accommodations, medical, training, and recruitment of student athletes. All of these must be equitable for both male and female student athletes.
3.2 Minority Issues - Specific plans must be provided concerning commitment to minority issues by university and athletics. This should be a five year plan.
3.3 Student-Athlete Welfare - Polices should be in place for off campus and on campus travel should Something happen.
V. Audience Input
Audience participant asked how the addition of new athletic teams is decided. Sandy Atkins said it is basically decided by a freshmen student survey done by students entering the university.
Audience participant suggested that an injustice is being done to athletic training and strength and conditioning by stating there are no issues in these areas. He feels there are definite issues. Scott Farmer, Sr. Associate Director of Athletics, responded that his point was well made and they will look into it.
Steve Dennis addressed the attendees and reassured everyone that the Troy University Athletic Department wants what is best for all student-athletes. He thanked the committee for the work they have done.
Dr. Spurlock announced that the Peer Review Team will be coming in late April. They will be meeting with committee members at this time.
After requesting committee chairs to remain for a few minutes Dr. Spurlock adjourned the meeting.
